Revises the definition of "seasonal brand of beer" to mean a brand brewed to recognize a season or holiday, rather than limiting it to specific holiday season commemoration.

Allows wholesalers or manufacturers to accept returns of seasonal beer in exchange for other beer from the same manufacturer with equivalent or lesser value, with department approval.

Requires licensees transferring retail licenses to premises under construction to follow notification requirements specified in Section 23985.

Takes effect immediately as an urgency statute to minimize market disruption and ensure expired seasonal beverages are efficiently removed from retailer shelves.
