CA SB847

Amends Vehicle Code Section 27802 to allow the California Department of the California Highway Patrol to certify motorcycle helmets that substantially comply with, but do not fully meet, federal safety standards if designed for religious purposes.

Permits helmets designed to accommodate a driver's or passenger's religious beliefs or practices to be certified despite not meeting all Federal Motor Vehicle Safety Standard No. 218 requirements.

Maintains existing requirement that helmets meet federal safety specifications and be conspicuously labeled in accordance with federal standards, except for religion-based helmets.

Preserves the prohibition on selling or offering for sale helmets that do not meet department-established requirements, with the new religious exception added as an alternative certification pathway.
