Extends refugee social services to include a 90-day state-funded extension after refugees exhaust their 90-day federal Reception and Placement Program allocation, within the first 12 months of arrival in the United States.

Requires refugee social services to include English language and employment training plus case management services, with funding available through either federal or state appropriations.

Authorizes qualified nonprofit organizations, eligible counties, and federal resettlement agencies to provide extended refugee services.

Makes state funding available for refugee services contingent on an appropriation in the annual Budget Act or other statute.

Requires the Department of Social Services to allocate federal and state funds to eligible counties and service providers based on refugee population, with authority to reallocate declined or returned funds.
