Adds Section 42972.5 to the Public Resources Code to regulate carpet stewardship organization funding for apprenticeship programs, effective July 1, 2024.

Requires carpet stewardship organizations to make available up to 10% of assessments collected from carpet sales in California for grants to apprenticeship programs training carpet installers in proper carpet recycling practices.

Limits grant eligibility to apprenticeship programs approved by the Chief of the Division of Apprenticeship Standards that have expended all previous grant funds and complied with reporting requirements.

Requires grant recipients to report to the stewardship organization and submit receipts verifying funds were expended as outlined in their approved grant applications.

Allows any unawarded funds from the 10% allocation to be returned to the stewardship organization to support other objectives of the carpet stewardship plan.
