Renames the "California Promise" program to "Finish in Four and Through in Two" across California State University system.

Requires at least 5% of each incoming class at participating CSU campuses to enroll in the program starting in the 2024–25 academic year.

Mandates that at least 70% of program participants be low-income students, first-generation students, or students from underrepresented communities in postsecondary education.

Changes enrollment method from self-selection to opt-out for incoming first-time students at participating campuses beginning in the 2024–25 academic year.

Maintains program support including priority course registration and academic advisement to help students earn bachelor's degrees within four years (or two years for transfer students).
