Requires each school district, county office of education, and charter school to equip every classroom with a trauma kit beginning in the 2024–25 school year, contingent upon an appropriation.

Mandates inspection and replacement or replenishment of trauma kits upon each use and at least once every three years to maintain required contents.

Requires schools to notify employees at least once annually of trauma kit locations and provide contact information for training through approved sources including the Stop the Bleed campaign, American Red Cross, American College of Surgeons, or other reputable trauma care providers.

Provides civil liability protection for employees who in good faith use trauma kits to render emergency care at the scene of an emergency, applying existing "Good Samaritan Law" protections.

Specifies that trauma kits may include standard medical supplies plus additional items such as tourniquets sized for children, clotting gauze, and protective containers.
