Enacts the First Validating Act of 2023 to validate the organization, boundaries, acts, proceedings, and bonds of state and local public bodies including counties, cities, districts, and agencies.

Declares all previously organized public bodies are legally organized and functioning with full rights, powers, and privileges under law, and confirms all previously established boundaries of public bodies as legally valid.

Validates all prior acts and proceedings related to territory annexation, detachment, consolidation, merger, dissolution, and bond issuance by any public body taken under any law or color of law.

Prohibits validation of acts being actively contested in pending legal proceedings or within 30 days of the act's effective date, and excludes acts previously determined illegal or void in court proceedings.

Requires any legal challenges to validated actions to be filed within 6 months of the effective date, after which all matters become valid and incontestable; act takes immediate effect as an urgency statute.
