Enacts the Second Validating Act of 2023 to validate the organization, boundaries, acts, proceedings, and bonds of the state, counties, cities, and specified districts and agencies.

Confirms that all public bodies previously organized under any law are legally organized and functioning with all rights, powers, and privileges.

Validates all boundary changes, annexations, detachments, consolidations, mergers, dissolutions, and bond issuances previously taken by public bodies.

Requires any legal challenge to validated actions to be filed within six months of the effective date, after which all matters become final and incontestable.

Takes effect immediately as an urgency statute, with operative date of September 1, 2023.
