Enacts the Third Validating Act of 2023 to validate the organization, boundaries, acts, proceedings, and bonds of public bodies including state agencies, counties, cities, districts, and specified entities.

Declares all public bodies previously organized under any law to be legally organized and functioning with full rights, powers, privileges, duties, and obligations.

Confirms and validates all boundary changes, annexations, detachments, consolidations, mergers, and dissolutions of public bodies previously taken.

Authorizes and validates all acts and proceedings related to authorization, issuance, sale, execution, delivery, or exchange of bonds by public bodies for any public purpose.

Requires any legal action contesting the validity of these matters to be commenced within six months of the act's effective date (June 29, 2023), or the matters become valid and incontestable.
