SB 882 Summary

• Removes the Treasury Management Association Certified Cash Manager certificate as an eligibility criterion for county treasurer, county tax collector, or county treasurer-tax collector positions, effective January 1, 2024.

• Authorizes county recorders to use electronic or digitally created signatures and allows official seals to be applied manually, mechanically, electronically, or by other digital means when certifying records.

• Exempts mortgage passthrough securities, collateralized mortgage obligations, and related investment instruments issued or guaranteed by federal agencies from certain limitations on local agency investments.

• Renames the Sacramento Regional County Sanitation District to the Sacramento Area Sewer District and establishes its governing board composition, contingent on the Sacramento Area Sewer District's dissolution and annexation being completed by January 1, 2024.
