Amends Section 19805 of the Business and Professions Code to modify definitions of "gambling enterprise employee" and "key employee" under the Gambling Control Act.

Changes the exclusion criteria for food service workers from requiring duties be performed "only in areas of the establishment in which gambling is not authorized" to "only in areas of the establishment in which gambling is not conducted."

Applies the same language change to supervisors of food service employees, excluding them from key employee licensing requirements when performing duties only in non-gambling areas.

Specifies that no state reimbursement to local agencies or school districts is required because any costs result from changes to crime definitions under Section 17556 of the Government Code.
