Repeals requirement for San Diego Metropolitan Transit System (MTS) to coordinate regional public transportation services and establish dispute resolution regulations between transit operators and local agencies.

Changes SANDAG's annual report deadline to the Legislature on public transit needs and funding from July 1 to December 31 of each year.

Authorizes Alameda County Transportation Commission and Santa Clara Valley Transportation Authority to independently operate value pricing high-occupancy vehicle programs on State Highway Route 680 in their respective counties, in addition to joint authority operations.

Requires motor carriers, drivers, and vehicles to comply with Federal Motor Carrier Safety Regulations; establishes standards for nonpneumatic tires aligned with federal requirements; and conforms hazardous materials placard requirements to federal regulations.

Repeals exemption for trap wagons and spray rigs transporting not more than 1,000 gallons of flammable or combustible liquids from state transportation regulations governing those materials.
