Requires the Department of Technology to update reports on artificial intelligence use and coordinate with the Government Operations Agency, Office of Data and Innovation, and Department of Human Resources to respond to significant developments in AI technology.

Directs the Office of Emergency Services to conduct annual risk analyses of potential threats posed by generative AI to California's critical infrastructure, including threats that could cause mass casualty events, with high-level summaries submitted annually to the Legislature.

Mandates that state agencies or departments using generative AI to communicate with the public about government services must include a clear disclaimer indicating the communication was generated by AI and provide information on how to contact a human employee.

Requires disclaimers to be prominently displayed at the start of written communications, throughout continuous online interactions like chatbots, verbally at the start and end of audio communications, and throughout video communications.

Encourages state agencies to consider procurement opportunities for generative AI that improves government efficiency and equity, and directs legal counsel to evaluate potential regulatory impacts of AI technology.
