Extends indefinitely the CEQA exemption for converting motels, hotels, residential hotels, or hostels to supportive or transitional housing that meet specified conditions (previously set to expire January 1, 2025).

Extends the streamlined environmental review procedures for environmental leadership transit projects in Los Angeles County until January 1, 2026 for projects approved by January 1, 2025 (previously scheduled to expire January 1, 2025).

Requires environmental leadership transit projects to use skilled and trained workforce, comply with prevailing wage requirements, and pay for court costs in litigation challenging project approvals.

Establishes specific procedures for environmental leadership transit projects including mandatory public workshops, hearings, nonbinding mediation, and expedited court review within 365 calendar days.

Limits the environmental leadership transit project streamlining to the first seven projects that obtain a certified environmental impact report and meet all requirements.
