Authorizes cities with populations of 250,000 or greater to enact ordinances regulating autonomous vehicle services that have received state authorization, and allows smaller cities bordering those cities to enact substantially consistent ordinances.

Requires autonomous vehicle service ordinances to include permitting programs with provisions for rate establishment, reasonable vehicle caps, hours of service restrictions, and disciplinary processes for traffic violations.

Mandates autonomous vehicle services to include interoperability/override systems accessible by first responders and provide training to emergency responders on vehicle interaction and system use.

Requires autonomous vehicle services conducting commercial passenger service to maintain financial responsibility, comply with disability access laws, provide wheelchair-accessible service, maintain safe vehicles subject to annual inspection, and establish data transparency agreements.

Authorizes cities to levy fees and assessments to cover ordinance implementation costs and prohibits ordinances from banning safe operation of autonomous vehicle services.
