CA SB916

Prohibits University of California and California State University campuses from charging tuition or fees to students enrolled in extended education courses if the student meets existing waiver criteria and the course counts toward an undergraduate degree program.

Applies to students who are veterans' dependents, Medal of Honor recipients or their children, current or former foster youth, and other categories already eligible for tuition waivers under existing law.

Removes California Community Colleges from the requirement, limiting the extended education course waiver to UC and CSU only.

Makes UC implementation optional, requiring the Regents of the University of California to adopt an appropriate resolution to apply these provisions.

Eliminates state-mandated local program designation and removes requirement for state reimbursement to local agencies.
