Revises the definition of shoplifting to require intent to steal retail property or merchandise, where taken property does not exceed $950 in value.

Creates new Section 666.1 allowing enhanced punishment for persons convicted of petty theft or shoplifting who have 2 or more prior convictions for specified theft-related offenses, with sentences up to one year in county jail or pursuant to Section 1170(h).

Specifies 12 categories of prior theft-related offenses that trigger enhanced penalties, including grand theft, burglary, robbery, carjacking, receiving stolen property, identity theft, embezzlement, and organized retail theft.

Becomes effective only upon voter approval at the next statewide general election, amending Proposition 47 (Safe Neighborhoods and Schools Act).
