Creates a crime for persons 18 years or older who intentionally create and distribute synthetic intimate images (photo realistic, digital, computer-generated) of another identifiable person designed to appear authentic, knowing distribution will cause serious emotional distress and the victim suffers that distress.

Does not apply to persons under 18 years old at the time of the offense for synthetic image distribution, though existing law on distribution of authentic intimate images already applies to all ages.

Provides exceptions for distributions made while reporting unlawful activity, complying with court orders, during lawful public proceedings, or related to matters of public concern or interest.

Expands Penal Code Section 647 to criminalize deepfake pornography and non-consensual intimate image sharing alongside existing prohibitions on distributing authentic private intimate images.

No state reimbursement required for local implementation costs under Section 6 of Article XIII B of the California Constitution.
