Ratifies seven tribal-state gaming compacts and amendments authorized under the federal Indian Gaming Regulatory Act of 1988, involving the Campo Band of Diegueno Mission Indians, La Posta Band of Diegueno Mission Indians, Timbisha Shoshone Tribe, Elem Indian Colony of Pomo Indians, Augustine Band of Cahuilla Indians, Picayune Rancheria of Chukchansi Indians, and Cher-Ae Heights Indian Community.

Exempts the execution of these compacts, amended compacts, and related intergovernmental agreements from California Environmental Quality Act (CEQA) review requirements in deference to tribal sovereignty.

Exempts on-reservation compliance impacts of the ratified compacts from CEQA project status, while preserving CEQA requirements for cities, counties, and state agencies in other contexts.

Takes effect immediately as an urgency statute to enhance economic development and self-sufficiency of the specified tribes.
