Requires the Department of Motor Vehicles to waive delinquent registration fees and penalties for vehicle transferees or purchasers when fees became due or penalties accrued before the purchase of the vehicle.

Makes unpaid registration fees and penalties the personal debt of the seller or transferor of the vehicle rather than the purchaser.

Requires the Department of Motor Vehicles to create a system to collect delinquent fees and penalties from sellers or transferors when they register another vehicle or renew a license.

Repeals the provision authorizing the department to collect waived fees and penalties through civil action.

Provisions become operative on January 1, 2028.
