Expands child sexual abuse material (CSAM) statutes to include images generated through artificial intelligence, treating AI-generated depictions of minors engaging in sexual conduct the same as photographs or videos.

Adds "artificial intelligence" definition to Penal Code Section 311 as "an engineered or machine-based system that varies in its level of autonomy and that can, for explicit or implicit objectives, infer from the input it receives how to generate outputs."

Applies AI-generated CSAM prohibitions to existing crimes including possession (Section 311.11), distribution (Sections 311.1 and 311.2), sexual exploitation of children (Section 311.3), and promotion/employment of minors (Section 311.4).

Requires the Department of Justice to collect and report criminal statistical data on violations involving materials generated through artificial intelligence as part of its OpenJustice portal reporting.

Exempts law enforcement, legitimate medical/scientific/educational activities, and lawful conduct between spouses from CSAM prohibitions; specifies no state reimbursement required for local agencies as bill creates new crimes.
