Creates a Zero-Emission Freight Central Delivery Team jointly convened by the Transportation Agency and Energy Commission to coordinate statewide zero-emission freight infrastructure planning and implementation.

Team must include representatives from the Department of Transportation, California Transportation Commission, State Air Resources Board, Public Utilities Commission, and Governor's Office of Business and Economic Development.

Team responsibilities include selecting project locations based on Clean Freight Corridor Efficiency Assessment corridors, coordinating between agencies and stakeholders, developing standardized station models, and identifying funding sources and public-private partnerships.

Requires the Zero-Emission Freight Central Delivery Team to submit a report to the Legislature on or before March 1, 2026, and every 5 years thereafter describing actions taken, best practices, policy recommendations, and progress toward meeting zero-emission station deployment goals.
