Requires the Department of Transportation to conduct a study identifying the top 15 locations on the state highway system with the highest vehicle collision rates during a selected range of calendar years.

Study must identify road safety improvement projects that could be implemented at each of the 15 high-collision locations.

Study must analyze common factors, if any, that contribute to delays in delivering the identified safety projects.

Department must post the completed study on its internet website on or before January 1, 2026.
