Requires the State Department of Education to post and annually update a list of statewide resources for youth subjected to school-based discrimination, harassment, intimidation, or bullying on the basis of neurodiversity or perceived neurodiversity, including resources developed by the UC and CSU Collaborative for Neurodiversity and Learning.

Mandates local educational agencies notify parents, guardians, and pupils of neurodiversity resources developed by the UC and CSU Collaborative for Neurodiversity and Learning on their internet websites in a prominent, easily accessible location commencing with the 2025–26 academic year.

Requires the department's online bullying and cyberbullying training module to include information about supporting pupils who are bullied for being or being perceived as neurodivergent and provide links to UC and CSU Collaborative for Neurodiversity and Learning resources.

Adds neurodiversity and perceived neurodiversity as protected bases alongside religious affiliation, nationality, race, and ethnicity in the list of grounds for school-based discrimination, harassment, intimidation, and bullying resources.

Approved by Governor September 28, 2024; creates a state-mandated local program requiring reimbursement through existing statutory procedures if the Commission on State Mandates determines the bill contains state-mandated costs.
