CA SB948

Clarifies that candidates who do not file a declaration of candidacy for a primary election are not required to refund general election contributions and may transfer those funds to committees for the same or different office.

Permits candidates who win a majority of votes at a primary election (without advancing to general election) to carry over primary election funds to subsequent elections for the same office without attributing funds to specific contributors.

Requires that general election funds raised by such candidates must still be attributed to specific contributors when transferred to subsequent elections, consistent with existing law.

Does not apply in jurisdictions with local contribution limits under Section 85702.5 of the Government Code.

Declares the bill furthers the purposes of the Political Reform Act of 1974.
