Exempts local governments that are both a city and county from appeal provisions that allow developments not designated as principal permitted uses under zoning to be appealed to the California Coastal Commission.

Allows local governments to notify the California Coastal Commission of coastal development permit decisions via electronic mail in addition to certified mail, with electronic notices received after business hours considered received the next working day.

Requires local governments to send notification of final coastal development permit actions to the commission within seven calendar days from the date of action.

Approved by Governor September 27, 2024 and filed with Secretary of State the same date.
