Requires all public schools with grades 9-12 to make internal and external condoms available free of charge to students by the start of the 2025-26 school year, placed in at least two easily accessible locations on campus.

Mandates schools inform students at the beginning of each school year about free condom availability through existing communication channels and post notices with contact information, proper usage instructions, and local sexual health resources.

Allows condoms to be distributed during educational programs, peer health initiatives, health fairs, and through school-based health centers at schools serving grades 7-12.

Prohibits retail establishments from refusing to sell nonprescription contraception to customers based solely on age, including by requiring identification to verify age.

Requires the State Department of Education to monitor compliance with sexual health education requirements as part of annual program monitoring, and makes implementation contingent on an appropriation.
