Repeals Section 17250.55 of the Education Code, which previously authorized school districts to use design-build contracts for projects exceeding $1,000,000 with an expiration date of January 1, 2025.

Extends the design-build contracting authority indefinitely by removing the sunset provision that would have terminated this authorization on January 1, 2025.

Allows school districts to award design-build contracts based on either low bid or best value criteria, with specified information certified under penalty of perjury.

Specifies that no state reimbursement is required because any costs incurred by local agencies or school districts result from changes to crime-related provisions under state law.
