Authorizes the Director of General Services to sell or exchange state property at fair market value to the County of Napa or Napa County Regional Park and Open Space District by January 1, 2026.

Property includes approximately 850 acres at Napa State Hospital currently leased for Skyline Wilderness Park and approximately 80 acres known as Camp Coombs, with sales of Camp Coombs to be conducted separately from the other property.

Requires any sale or exchange agreement to maintain the property for use as a park or wilderness preserve, with recorded easements limiting future uses to the same purposes.

Net proceeds from the property disposition must be deposited into the Special Fund for Economic Uncertainties after the Department of General Services recoups disposition costs.

Takes effect immediately as an urgency statute to address wildfire prevention, safety improvements, and public access management in Napa County.
