Requires all new passenger vehicles, motortrucks, and buses sold or leased in California starting with the 2030 model year to be equipped with a passive intelligent speed assistance system.

The system must alert drivers with a brief visual and audio signal each time the vehicle travels more than 10 miles per hour over the speed limit.

Exempts emergency vehicles, motorcycles, motorized bicycles, mopeds, large motortrucks (over 8,500 pounds gross vehicle weight rating), and passenger vehicles without GPS or front-facing cameras from the requirement.

Allows manufacturers to implement alternative feedback methods such as vibrations or pedal resistance and to provide additional warnings at different speed thresholds.

Makes violations of these requirements punishable as a crime with no state reimbursement required to local agencies or school districts.
