Directs the department to consider providing technical assistance before enforcing compliance if a local jurisdiction has submitted a technical assistance request.

Allows the department to offer regional-scale technical assistance to multiple local jurisdictions to build capacity, coordinate resources, and support compliance with methane reduction goals.
