Modifies distribution of lithium extraction excise tax revenues collected from the Lithium Extraction Excise Tax Fund to counties.

Changes the 20% allocation previously directed entirely to the Salton Sea Lithium Fund so that only 20% of revenues collected in Imperial County goes to that fund, while 20% of revenues from all other counties goes to those counties for communities most impacted by lithium extraction.

Requires Imperial County to distribute at least 30% of its 80% allocation to specified directly and indirectly affected communities including Bombay Beach, Brawley, Calipatria, Niland, Westmorland, and others.

Requires Imperial County to annually report to the department on which communities received funding distributions.

Approved by Governor on September 25, 2024, and requires a two-thirds vote due to making an appropriation.
