Establishes the Citizens Redistricting Commission in San Luis Obispo County to adjust supervisorial district boundaries following each decennial federal census, to be created no later than December 31, 2030, and thereafter every 10 years.

Commission shall consist of 11 members meeting specified qualifications, including county residency, continuous voter registration with same party for 5+ years, voting in at least one of last three statewide elections, and demonstrated experience in redistricting, analytical skills, impartiality, and appreciation for county diversity.

Selection process includes county elections official screening applicants, creating subpools by supervisorial district, random drawing of 5 commissioners (one per district), and those 5 commissioners appointing 6 additional members requiring approval by at least 3 of the 5 selected commissioners.

Commission must conduct at least 5 public hearings over 30+ days before drawing a map and at least 3 additional public hearings over 30+ days after draft map creation; hearings must include at least one per supervisorial district and accommodate remote participation.

Commission members prohibited from endorsing candidates, making campaign contributions, accepting certain employment or contracts for 4 years post-appointment, and running for county office within 5 years; commission may remove members for substantial neglect of duty, gross misconduct, or failing to meet qualifications by 7-vote supermajority.
