Legislative Analyst's Office must submit a report to the Legislature by January 1, 2026, analyzing the effects of changing school funding from average daily attendance to pupil enrollment methodology.

Report must analyze the legislative history of Senate Bill 727 (1997), impacts on student attendance rates by subgroup, methods used by other states, and research on evidence-based attendance improvement approaches.

Report must examine fiscal, programmatic, and administrative impacts of changing to enrollment-based funding on the state and local educational agencies, including effects on agencies serving English learners, low-income pupils, and foster youth.

Report must include input from relevant stakeholders and analyze phase-in approaches, impacts on Proposition 98 funding, and alternative methods to achieve similar effects on disadvantaged student populations.

This reporting requirement repeals on January 1, 2027.
