Establishes the Alternative Fuels Infrastructure Taskforce upon legislative appropriation to study retail gasoline fueling stations and alternative fuels infrastructure in California.

Taskforce must include 21 members representing environmental justice, gasoline station owners from different regions, labor, utilities, local governments, tribes, and relevant state agencies.

Requires taskforce to submit a report to the Legislature by January 1, 2027, addressing existing fueling infrastructure, barriers to alternative fuels development, ADA compliance best practices, and infrastructure challenges.

Defines "alternative fuel" as electricity, hydrogen, or other zero-emission non-fossil fuels, and "alternative fuel infrastructure" as infrastructure for fueling these alternatives.

Automatically repeals on January 1, 2031.
