Requires the Judicial Council and California State University to identify and select a minimum of 3 major state construction projects exceeding $35 million by January 1, 2027, and subject them to project labor agreement requirements.

Mandates that project labor agreements include all labor organizations with relevant collective bargaining agreements and prevailing wage history, regardless of association or affiliation, and permit them to become signatories.

Requires project labor agreements to ensure payment of applicable prevailing wage rates to all construction workers with enforcement through arbitration procedures.

Requires both the Judicial Council and California State University to submit reports to the Legislature by January 1, 2027, detailing their project selections.

Does not preclude the use of project labor agreements on projects not covered by this section.
