Adds a new approval standard requiring governing bodies to ensure the United States Armed Forces has not been prohibited by federal law or regulation from purchasing military equipment before approving a law enforcement agency's use of that equipment.

Law enforcement agencies must obtain governing body approval through ordinance adoption before acquiring, requesting, funding, or using military equipment, with proposed policies made publicly available at least 30 days before hearings.

Governing bodies must review and vote annually on renewal of military equipment ordinances based on compliance with approval standards, and may disapprove renewal or require policy modifications if standards are not met.

Imposes state-mandated local program requirements, with reimbursement for compliance costs to be made pursuant to California's existing state mandate reimbursement procedures.

Applies to all military equipment acquisitions including permanent or temporary acquisition, borrowing, leasing, and collaborative use with other law enforcement agencies.
