Requires the Office of Emergency Services to update the State Emergency Plan by January 1, 2029, and every 5 years thereafter to include policies and best practices for serving LGBTQ+ communities during emergencies or natural disasters.

Mandates coordination with LGBTQ+ representatives including social service agencies, nonprofit organizations, advocates, and researchers when updating the State Emergency Plan.

Finds that LGBTQ+ people are disproportionately affected by disasters, with 2.4% displaced compared to 1.4% of cisgender, heterosexual individuals according to 2022-2023 Census data.

Identifies barriers LGBTQ+ communities face during disasters including denial of shelter access based on gender identity, homelessness, bias in relief programs, and lack of recognition of diverse family structures.

Approved by Governor on September 20, 2024, and filed with Secretary of State on the same date.
