Adds Section 6539.9.1 to the Government Code to allow the March Joint Powers Authority to transfer jurisdiction over landscaping and lighting maintenance districts to Riverside County pursuant to a joint resolution with agreed terms.

Streamlines the return of land use authority to Riverside County while ensuring continued maintenance of public infrastructure.

Makes legislative findings that a special statute is necessary due to unique circumstances in Riverside County and the three specified cities.
