Requires the Chancellor of the California State University and Chancellor of the California Community Colleges to develop a 5-year pilot program starting in 2025–26 to recruit teaching candidates at 3 CSU campuses partnered with 3 community college campuses.

Mandates one pilot program be located at a CSU campus in a rural community, with each CSU campus partnering with a nearby community college campus that applies to participate.

Creates a pathway allowing participating students to complete a baccalaureate degree and teaching credential in 4 years, with guaranteed admission to the CSU teacher training program if students complete lower division coursework at a community college in good academic standing.

Requires pilot campuses to conduct marketing and outreach to local high schools to recruit a diverse student pool and provide advisement to ensure students complete correct coursework toward their degree and credential.
