Prohibits school districts, county offices of education, and charter schools from banning students in middle schools, junior high schools, high schools, or adult schools from carrying fentanyl test strips while on school sites or participating in school activities.

Prohibits schools from banning students from carrying federally approved opioid antagonists for over-the-counter use for emergency treatment of opioid overdoses while on school sites or participating in school activities.

Applies to pupils carrying these items for emergency treatment of persons suffering or reasonably believed to be suffering from an opioid overdose.

Defines "local educational agency" as a school district, county office of education, or charter school.

Effective September 28, 2024.
