Eliminates successor elections for recalled state officers; vacant office fills through constitutional and statutory processes instead of a special election ballot.

Prohibits the recalled officer from being appointed to fill the vacancy, but removes the ban on them running in a special election.

If the Governor is recalled, the Lieutenant Governor becomes Governor for the remainder of the term; if recalled within the first two years before the nomination period closes, a special election is held consolidated with the next statewide primary and general elections.

Transfers recall duties of the Governor to the Secretary of State (instead of the Lieutenant Governor), and to the Controller if both the Governor and Secretary of State are recalled simultaneously.

Appears on the ballot at the November 3, 2026, statewide general election if approved by the Legislature.
