Amends California Constitution to authorize the state and its agencies to disburse public funds for tuition and education-related expenses through Education Savings Accounts and provide tax or other public benefits to private schools, colleges, universities, and vocational institutions regardless of religious affiliation.

Redefines "average daily attendance" in the state budget and appropriations formulas to include children using Education Savings Accounts, ensuring they count toward school district funding calculations and appropriations limits.

Authorizes the Legislature by statute to allocate ad valorem property tax revenue according to the Education Savings Account Act of 2024, notwithstanding constitutional restrictions on modifying property tax allocations.

Overrides existing constitutional provisions prohibiting public money for sectarian schools and requiring exclusive public school control of educational systems.

Declares the measure severable and requires the Attorney General to defend against legal challenges to its validity.
