Designates the interchange on State Route 60 at the 7th Avenue Undercrossing in Hacienda Heights, Los Angeles County as the Los Angeles County Sheriff's Deputy Michael Richard Arruda Memorial Interchange.

Honors Deputy Michael Richard Arruda, who was shot on June 9, 2004, and died from his injuries on June 15, 2004, after 13 years of service with the Los Angeles County Sheriff's Department.

Requests the Department of Transportation determine the cost of appropriate signs displaying the memorial designation and erect them upon receiving donations from nonstate sources to cover the cost.

Directs the Secretary of the Senate to transmit copies of the resolution to the Director of Transportation and the resolution's author for distribution.
