Designates May 2024 as National Mental Health Awareness Month in California to enhance public awareness of mental illness.

Establishes legislative recognition of the significant mental health crisis affecting Americans, including one in four families affected by mental illness and one in six youth (ages 6-17) experiencing mental health disorders annually.

Highlights critical disparities in mental health outcomes, including higher suicide rates among LGBTQ+ youth (four times more likely than straight youth), higher rates of serious psychological distress among Black adults, and elevated rates of mental illness among Native and Indigenous Americans.

Documents the economic and social impact of mental illness, noting approximately $193.2 billion in lost earnings annually and serious mental illness as a leading cause of disability in the United States.

Directs the Secretary of the Senate to transmit copies of the resolution for appropriate distribution.
