Recognizes August 8, 2024, as California Community Cats Day and urges all Californians to observe and promote this day with appropriate activities and programs

Acknowledges Trap-Neuter-Return (TNR) as an effective nonlethal population control method that involves humanely trapping, spaying or neutering, vaccinating, and ear-tipping community cats before returning them to their communities

Notes that one unspayed female cat and her unaltered offspring can produce up to 5,000 cats in seven years, and that TNR programs help reduce euthanasia rates and disease spread

Encourages state and local jurisdictions to enact laws, ordinances, and policies supporting TNR programs to manage community cat populations

Commends animal rescue organizations, cat advocates, and volunteers for rescuing adoptable cats and humanely controlling community cat populations
