Urges the U.S. Department of Veterans Affairs to locate satellite Veterans Health Administration medical clinics on or within a 30-minute drive of California's state veterans home campuses.

Urges Congress to provide federal funding for the ongoing operation of satellite VA medical clinics at or near state veterans home campuses.

Notes that California's two oldest veterans homes in Yountville and Barstow are currently 45 and 93 minutes respectively from the nearest VA medical center.

Requires the Secretary of the Senate to transmit copies of the resolution to the President, Vice President, VA Secretary, VA Undersecretary, congressional leadership, and all California members of Congress.
