Applies to the United States Congress to call a constitutional convention under Article V of the Constitution for the purpose of proposing a constitutional amendment relating to firearms regulations.

Proposes that the amendment affirm federal, state, and local governments may adopt public safety regulations on firearms acquisition, possession, public carry, and use consistent with the Second Amendment.

Proposes specific national firearms regulations including universal background checks, prohibition on firearm sales to those under 21, minimum waiting periods after purchase, and prohibition on sales of assault weapons to private civilians.

Limits the convention to firearms-related constitutional amendments only and declares the application void if used to consider amendments on other subjects.

Declares this application a continuing application that will be aggregated with similar applications from other states until two-thirds of states apply for a convention on this subject.
