Senate formally recognizes the obligation to restore a safe climate and declares climate restoration, along with achieving net-zero and net-negative CO2 emissions, a climate policy priority.

Calls on the State Air Resources Board to engage federal entities and urge the United States Ambassador to the United Nations to propose a climate treaty restoring greenhouse gas levels to historic safe concentrations.

Establishes that atmospheric CO2 concentration of approximately 420 ppm is 40 percent higher than preindustrial levels and that restoring it to safe levels below 300 ppm requires removing approximately one trillion tons of legacy CO2 from the atmosphere.

Recognizes that climate restoration benefits California by reducing losses from wildfires and producing positive effects on human health, ecosystem health, industry, and jobs in agriculture and other sectors.

Secretary of the Senate to transmit copies of this resolution to the State Air Resources Board.
