Encourages local education agencies in California to study the Civil Rights Movement and principles of nonviolence to reject hatred and bigotry and preserve democracy.

Urges the Instructional Quality Commission and State Board of Education to develop content for the next history-social science curriculum framework on the Civil Rights Movement between 1953 and 1973.

Directs the State Department of Education to immediately develop and select age-appropriate model curricula on Civil Rights Movement instruction for all local education entities.

Specifies that curricula should include Jim Crow-era laws, Dr. Martin Luther King Jr.'s nonviolent resistance tactics and principles, Civil Rights Acts of 1957-1964, the Voting Rights Act of 1965, the Little Rock Nine, and the Delano Grape Boycott of 1965.
